About the Founder

Minister Joyce Tabb was born and raised in Williamsburg Virginia. After graduation she served three years active duty in the U.S. Army. After an Honorable Discharge in 1978, she joined the U.S. Army Reserves, served short term Active Duty with Operation Desert Storm in 1991, and was discharged in 1995 after 21 years of service.

Her 25 years employment history includes C&P Telephone Company, Manager with AT&T, Executive Director Laurel Pregnancy Center, Office Manager GIS Services, Office Manager Ephesians Life Ministries, Bookkeeper with Community Ministry of Prince George's County, and Administrative Assistant with Art of Moving & Living.

Minister Tabb received her Bachelor of Arts in Counseling and Theology from Washington Bible College in 1996, and continued Graduate studies at Bowie State University. She is Certified as a Smoking Cessation Facilitator, Consultant with the State of Maryland, Crisis Intervention Counselor, and HIV Counselor and Tester.

Minister Tabb begun her ministry when she rededicated her life to God in September 1990 and became a Born-again, Spirit Filled, Christian who loves the Lord Jesus Christ and loves serving Him. She accepted her calling as a Missionary/Evangelist in 1992 while attending Washington Bible College and served as a short term Missionary in Haiti and in Trinidad training and evangelizing the people with the gospel of Jesus Christ. She also served as a volunteer for the Bowie Pregnancy Center, Upper Marlboro Jail, House Director of Gabriel Project (transitional home for pregnant women) and Waxter's Juvenile Detention Center.

The Lord gave her a vision in December 1997 for a ministry to the community focusing on Abstinence education and training, and El Shaddi Care Center was birth. In 2001 the Lord gave her a vision to expand the ministry to HIV/AIDS Education and Prevention. After two years of labor and patience, EL Shaddi Care Center was certified by the State of Maryland, AIDS Administration, as a HIV Testing and Counseling Center. The HIV/AIDS ministry "The White Dove Program" was kicked off October 2003 with our first Ladies Tea and Silent Auction. We held our second Ladies Tea and Silent Auction June 2004, and our first HIV/AIDS Walk for Life in September this year.

God uses her Spiritual gifts of Encouragement, Compassion, and Healing for those who are less fortune, most likely to be rejected by the Church, and those who are emotionally hurting. He uses her Ministry gifts of Evangelism and Teaching to speak out on Abstinence, STD/HIV/AIDS, Sexual Immorality, Abortion, and Homosexuality. Minister Tabb speaking engagements includes Operation Save Our Nation, Pro-Life Maryland, Family Protection Lobby, Silent No More, LEARN, workshops, conferences, churches, State of Maryland, and seminars.

Minister Tabb attends Immanuel's Church in Silver Spring, Maryland under the leadership of Pastors Charles and Dotty Schmitt where she has been a member for 10 years. In November 2002, she received from the Governor's Office for Children, Youth, Families and Adolescent Pregnancy, the "Seventh Annual Vivian E. Washington Award" recognizing her for the work done in the community on teen pregnancy prevention.

She is single, never married, and is in the process of adopting 4-year-old Rebecca. Her ministry (El Shaddi Care Center) is based on Isaiah 54, her blessings are found in Isaiah 45:1-3, and her strength is found in 2 Corinthians 12:9, "My grace is sufficient for you, for My power is perfected in weakness." Through His grace Minister Tabb has been able to live a celibate lifestyle for 14 years (I can do all things through Jesus Christ who strengthens me). PRAISE THE LORD AND AMEN!!!!!
